{"id":33029,"date":"2021-05-25T16:48:00","date_gmt":"2021-05-25T14:48:00","guid":{"rendered":"http:\/\/gretrec.digital.bluesoft-group.com\/?p=33029"},"modified":"2022-02-22T16:58:03","modified_gmt":"2022-02-22T15:58:03","slug":"taking-a-commons-based-approach-methods-of-action-for-the-benefit-of-all","status":"publish","type":"post","link":"http:\/\/gretrec.digital.bluesoft-group.com\/en\/taking-a-commons-based-approach-methods-of-action-for-the-benefit-of-all\/","title":{"rendered":"Taking a commons-based approach: methods of action for the benefit of all"},"content":{"rendered":"\n<p><strong>Two years ago, GRET began reflections to develop and formulate a \u201ccommons-based approach\u201d, aimed at supporting local stakeholders to construct modes of shared governance. We take a look back at a rewarding collective experience.<\/strong><\/p>\n\n\n\n<p>In nine countries in Africa and Asia, and in Madagascar and Haiti, GRET\u2019s teams have been testing since 2019 the adoption of <a href=\"..\/en\/a-commons-based-approach-for-a-fairer-more-sustainable-world\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\">a commons-based approach in field projects<\/a>. The objective of this testing phase \u2013 made possible thanks to a programme agreement signed with <a rel=\"noreferrer noopener\" href=\"https:\/\/www.afd.fr\/fr\/carte-des-projets\/communs-et-gouvernances-partagees\" target=\"_blank\" class=\"ek-link\">Agence fran\u00e7aise de development<\/a> that is likely to last nine years \u2013 is to highlight <strong>more sustainable, equitable and inclusive modes of governance in territories<\/strong>, and to enable feedback on experiences facilitating the development of operational know-how on implementing a <em>common<\/em>.<\/p>\n\n\n\n<p>Although the implementation of the programme on the <em>commons<\/em> was impacted by the Covid-19 pandemic, the collective learning dynamic was able to continue. Following on from conceptual work on reflection, definition and <strong>formulation of a <em>commons<\/em>-based approach<\/strong>, GRET\u2019s teams in the various sites supported local stakeholders (users, civil society organisations, public authorities, private stakeholders, etc.) to <strong>implement modes of governance that are fairer and more sustainable<\/strong>. This implementation took place in<strong> a process of action-research <\/strong>.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<h3>From gradual appropriation of the concept of the commons\u2026<\/h3>\n\n\n\n<p>Reflections on the <em>commons<\/em> conducted at GRET were initially based on the work of political scientist Elinor Ostrom, who won the 2009 Nobel&nbsp;Prize for Economics. In an initial definition, a <em>common<\/em> is made up of <em>resource with shared access<\/em>, a <em>community of stakeholders<\/em> with a set of rights (access, use, etc.) and rules established around this resource, via<em> a governance structure<\/em>.<\/p>\n\n\n\n<p>The programme\u2019s various collective discussions enabled GRET\u2019s teams to continue appropriating the subject with a view to having a <strong>dynamic and operational definition of a <em>common<\/em><\/strong>, such as a<em> form of social organisation in which a set of stakeholders decide to undertake collective action to build shared governance, capable of defining and implementing a set of sustainable and fair rules for managing rights to access and use an object of common interest (a resource, service or territory).<\/em><\/p>\n\n\n\n<p><em>\u201cThis definition, which is more procedural, makes it possible to highlight the importance of collective action and collective learning in the constitution life of a common&nbsp;\u00bb<\/em>, says Jean-Fran\u00e7ois Kibler, coordinator of the Commons programme at GRET.<\/p>\n\n\n\n<p>The <strong>collective action <\/strong>undertaken by local stakeholders is the starting point for the process of building shared governance and defining rules. It is generally motivated by the necessity to resolve a <strong>social dilemma<\/strong>, where tensions are often due to conflicts of interest between the short term and the long term, the individual faced with the collective, around the object of the <em>common<\/em>. This dilemma is even more present when resources referred to as \u201ccommon\u201d have <em>shared access<\/em> (water for example), and it is very difficult to exclude potential users (<em>non-excludability<\/em>) while using the resource impacts other people\u2019s possibility to also use it (<em>rivalry<\/em>). The <strong>implementation of shared governance and rules on the common resource <\/strong>is intended to solve these potential tensions, to avoid endangering the resource\u2019s sustainability and generating breakdown in dialogue and violence. We talk about <em>shared governance<\/em> because all stakeholders in the <em>common<\/em> actively participate in processes for decision-making and management of rules, so that they can periodically evaluate these rules and change them, taking a continuous <strong>collective learning <\/strong>approach.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"600\" height=\"450\" src=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Photo-01-08-2017-15-44-21.jpg\" alt=\"\" class=\"wp-image-42549\" srcset=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Photo-01-08-2017-15-44-21.jpg 600w, http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Photo-01-08-2017-15-44-21-300x225.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption>In Haiti, civil society and local authorities work together on urban issues, \u00a9Gret<\/figcaption><\/figure><\/div>\n\n\n\n<h3>\u2026 to formulation of a commons-based approach<\/h3>\n\n\n\n<p>The implementation a commons-based approach as part of GRET\u2019s projects is being developed around three areas of focus: <strong>a political intention, a conceptual framework and facilitation methods<\/strong>.<\/p>\n\n\n\n<p>The <strong>political intention <\/strong>aims to construct fairer, more sustainable modes of shared governance, making sure to strengthen citizen participation in decision-making and management bodies. <em>\u201cOur analyses and intervention strategies mobilise a <strong>stringent conceptual framework, in large part inspired by the theoretical framework for the commons, which is complex and constantly evolving<\/strong>, where analyses and reflections generated by projects mutually enrich each other\u201d<\/em>, explains Marilou Gilbert, the programme facilitator. Support for local initiatives to construct the <em>commons<\/em>&nbsp;is provided through the development of <strong>methods to facilitate dialogue and social construction <\/strong>(dialogue, consultation, forward-planning or negotiation), that involve a broad spectrum of fields of reference, from modelling to popular education. <em>\u201cBy creating a context that is favourable to collective action and learning, operationalisation of the approach must enable building of shared governance that ensures citizens\u2019 power to decide and manage&#8230; A significant challenge!\u201d<\/em>, adds Jean-Fran\u00e7ois Kibler.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"600\" height=\"450\" src=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PNDsmall.jpg\" alt=\"\" class=\"wp-image-42551\" srcset=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PNDsmall.jpg 600w, http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PNDsmall-300x225.jpg 300w\" sizes=\"(max-width: 600px) 100vw, 600px\" \/><figcaption>Exchanges with users and residents of a natural park, Mauritania, \u00a9Gret<\/figcaption><\/figure><\/div>\n\n\n\n<h3>Varied operational implementations<\/h3>\n\n\n\n<p>In the field, one of the first challenges was to <strong>identify the purpose of the <em>common<\/em>, and to characterise its forms and limits<\/strong>. Through a long series of dialogues and exchange of views, GRET\u2019s teams <strong>supported the various stakeholders in this process of identification<\/strong>,&nbsp; with a view to arriving at a mode of social organisation representing everyone\u2019s interests.<\/p>\n\n\n\n<p>This identification stage enabled the diversity of the <em>commons <\/em>to be highlighted. In the city of Luang Prabang in Laos, <a href=\"..\/en\/commons-and-shared-governance-developing-sustainable-joint-management-of-urban-ponds-in-luang-prabang\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\">the <em>common<\/em> to be constructed focuses on the <strong>urban pools network<\/strong><\/a>, which will be preserved through the implementation of shared shared governance. In the Haut Katanga province in DRC, an <a href=\"..\/en\/commons-and-shared-governance-strengthening-governance-and-management-of-an-agroforestry-perimeter-in-drc\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\"><strong>agroforestry perimeter <\/strong>for which GRET supported the creation of a de production cooperative<\/a>. It is sometimes difficult to discern the limits of a <em>common<\/em>, as they can be <strong>embedded in each other: <\/strong>this question was raised as part of a project in Madagascar where <a href=\"..\/en\/commons-and-shared-governance-board-games-to-co-construct-rules-for-management-of-a-mini-network-and-a-solar-platform-in-madagascar\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\">a common can be electricity, an electricity service or a resource generating<\/a> electricity. In practice, it is clear that it would be pointless to get boxed in with predefined proposals or categories of <em>commons<\/em> because ultimately they ill be defined and built by populations themselves.<\/p>\n\n\n\n<p>It is important to pay attention to what takes place upstream, at the root of an emerging common. It is about <strong>ascertaining stakeholders\u2019 motivations<\/strong> and implementing <strong>conditions that are favourable<\/strong> for collective action, mobilisation andand engagement in theand engagement in the construction ofofof shared governance. Understanding aspects underpinning these motivations is as essential as the definition of a <em>common<\/em> itself.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"682\" height=\"450\" src=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Picture-2_Public-pond.png\" alt=\"\" class=\"wp-image-42553\" srcset=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Picture-2_Public-pond.png 682w, http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/Picture-2_Public-pond-300x198.png 300w\" sizes=\"(max-width: 682px) 100vw, 682px\" \/><figcaption>An urban pool in Luang Prabang, \u00a9 Gret<\/figcaption><\/figure><\/div>\n\n\n\n<h3>How to analyse stakeholders\u2019 challenges and facilitate social&nbsp;learning?<\/h3>\n\n\n\n<p>As a <em>common<\/em> is a mode of social organisation, it is vital to <strong>analyse stakeholder issues and interactions between the various people <\/strong>related<strong> to the<\/strong> <em>common<\/em>, in order to implement <strong>frameworks for dialogue and facilitation methods that are favourable<\/strong> to building a sustainable and inclusive mode of governing the resource, service or territory.<\/p>\n\n\n\n<p>At various stages of the projects\u2019 &nbsp;implementation, GRET\u2019s teams develop and test <strong>methods of analyses<\/strong> making it possible to understand stakeholders\u2019 issues in terms of interests, influence, power, resources, etc. These can be templates, <strong>roadmaps<\/strong> or <strong>drawings<\/strong>, and several tools already developed or modelled by researchers have been mobilised within projects, for example the <a href=\"https:\/\/www.ecologyandsociety.org\/vol16\/iss1\/art44\/\" class=\"ek-link\">ARDI<\/a> (Stakeholders-Resources-Dynamiques-Interactions).<\/p>\n\n\n\n<p>In addition, several <strong>facilitation methods aimed at facilitating consultation and social dialogue <\/strong>appear very interesting. One of these, <strong>role play<\/strong>, was mobilised within several projects in Madagascar and Senegal in particular, proving to be a powerful lever for awareness-raising and dialogue among stakeholders in the <em>common<\/em>. On the East coast of Madagascar, a role play was tested with support from the <a rel=\"noreferrer noopener\" href=\"https:\/\/ur-green.cirad.fr\/\" target=\"_blank\" class=\"ek-link\">Green research unit at Cirad<\/a>, as part of a project promoting sustainable coastal fishing. As tool to learn about social dialogue, the role play enabled inhabitants to initiate collective formulation of strategic action plans for shared governance of their natural resources, while contributing to creating links between stakeholders.&nbsp;&nbsp;Also in Madagascar, a <a href=\"..\/en\/commons-and-shared-governance-board-games-to-co-construct-rules-for-management-of-a-mini-network-and-a-solar-platform-in-madagascar\/\" target=\"_blank\" aria-label=\" (opens in a new tab)\" rel=\"noreferrer noopener\" class=\"ek-link\"><strong>board game<\/strong><\/a> was designed and tested as part of a rural electrification project,&nbsp;to&nbsp;co-construct rules for managing installation&nbsp;\u00e9lectrique.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter size-full\"><img loading=\"lazy\" width=\"1024\" height=\"768\" src=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PCD-1024x768-1.jpg\" alt=\"\" class=\"wp-image-42555\" srcset=\"http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PCD-1024x768-1.jpg 1024w, http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PCD-1024x768-1-300x225.jpg 300w, http:\/\/gretrec.digital.bluesoft-group.com\/wp-content\/uploads\/2021\/12\/PCD-1024x768-1-768x576.jpg 768w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><figcaption>Concertation for sustainable coastal fishing in Antongil Bay in Madagascar, \u00a9Gret<\/figcaption><\/figure><\/div>\n\n\n\n<h3>Which systems to monitor and evaluate the commons?<\/h3>\n\n\n\n<p>Reflections also covered <strong>methods for monitoring and evaluating the&nbsp;<em>commons<\/em>&nbsp;<\/strong>being built. Let us recall that in this regard, the <strong>process for definition and improvement of the rules relating to a <em>common<\/em><\/strong> is continuous. A central aspect is therefore to support stakeholders with the implementation of internal systems to assess the extent to which the rules implemented are respected and the impact of these rules on management and sustainability of the <em>common<\/em>.<\/p>\n\n\n\n<p>Monitoring and evaluation must also enable assessment of qualitative changes, which can be <strong>perceived<\/strong> <strong>subjectively<\/strong>, and difficult to perceive via quantitative indicators. The use of<strong> videos conveying feedback<\/strong> at regular intervals, inspired by the \u201c<a rel=\"noreferrer noopener\" href=\"https:\/\/f3e.asso.fr\/ressource\/most-significant-change-technique-a-guide-to-its-use\/\" target=\"_blank\" class=\"ek-link\"><strong>Most Significant Change<\/strong><\/a>\u201d method, can reveal changes in posture, perception or power on the part of the various participants.<\/p>\n\n\n\n<h3>An, with a view to sharing learning<\/h3>\n\n\n\n<p>These various reflections and experimentations are part of a <strong>transversal <em>action-research approach<\/em><\/strong>. A protocol was gradually developed and appropriated by all the teams, defining a methodological framework adapted to suit each context, it invites people to <strong>raise questions on existing levers and obstacles<\/strong>, and helps with the <strong>definition of hypotheses<\/strong> with a view to formulating strategies for action, and subsequently documenting and evaluating their effects on the emerging <em>commons<\/em>. This protocol can be used to develop, test and qualitatively evaluate the specific roll-out of the commons-based approach within each of the projects.<\/p>\n\n\n\n<p>Conduct of the Programme itself is underpinned by a collective learning logic, informed in particular by reflection briefs regularly produced by GRET teams working in the field. These briefs focus on the tools, methods and approaches used, and facilitate <strong>sharing and capitalisation of experiences<\/strong>. One of the challenges in the coming months will be finalisation of tools <strong>to disseminate this learning<\/strong>. A<strong>&nbsp;<em>short practical manual for practitioners<\/em><\/strong> is currently being drawn up and should provide a range of conceptual materials and methodological tools that can be mobilised so that all involved can define their own intervention strategy.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Two years ago, GRET began reflections to develop and formulate a \u201ccommons-based approach\u201d, aimed at supporting local stakeholders to construct modes of shared governance.
